Department of Works, Offices, White Horse Street, Commercial Road, East. Gentlemen, 1 beg to submit to you my Report upon the works executed in the district from Lady-day, 18G7, to Lady-day, 1SG8. SEWERS. New Sewers have been constructed of the following lengths and sizes, viz 270 feet of 12 in. pipe sewer in Stainsby Road, Limehouse. 300 feet of 12 in. pipe sewer in York Road, Ratcliff. 12 feet 6 in. pipe sewer in Queens Court, Ratcliff. 37 3 New Flushing Boxes have been fixed. 7 New Gullies have been constructed. 4 New Gates have been fixed to old gullies. 185 feet of new G in. pipe drains have been laid for gullies. 23 Gullies have been repaired, altered, and trapped. 50 feet of 6 in. gully drains have been cleansed. 16 feet of 9 in. gully drains have been cleansed. 211 feet of 4 ft. 6 in. by 3ft. brick sewers. 128 feet of 2 ft. brick sewer. 20 feet of 18 in. pipe sewers. 80 feet of 9 in. pipe sewers have been cleansed by the Contractor of the Board. 14,050 feet of brick sewers, and 9,230 feet of pipe sewers have been flushed by men employed by the Board. During the hot weather the water Ac., in the Limehouse Cut Dock has been frequently deodorized with Ume, Ac. HOUSE DRAINAGE. 65 applications have been received for permission to construct new drains to premises, and 39 applications have been received for cleansing old drains. 114 houses (including 37 new ones) and other buildings, 2 railway arches, and 4 stables and yards have been connected with the sewers, and the following works executed in connection therewith, viz : 354 feet of 9 in. pipe drains laid. 4,480 feet „ „ „ 1,28G feet „ 4 „ „ „ 102 Closet pans and traps fixed. 140 Sinks and traps fixed. 8 Gully pans fixed. 17 Cesspools cleansed and filled up. 38 104 feet of 18 in. brick drains cleansed. New footway paving has been laid in the following streets and places, viz:— Limehouse— The Temporary Road from Horseferry Road to Risbie’s Ropewalk; the New Road, Limehouse Fields, from Salisbury Street to Eastfied Street. Siiadwell— Peabody Passage; north side of High Street. Old footway paving has been relaid as follows, viz:— Limehouse— A small part of Three Colt Street opposite Mr. Haywood's premises, and also abutting on Messrs. Spence & Co.’s premises. Shoulder of Mutton Alley, Ann Street, and North Street. Ratcliff— Small part of Queen Street, Pump Yard, Queen Court, Belgrave Street (round lamp column.) Shadwell— South side of High Street, Elm Row, Sun Tavern Gap, part of New Gravel Lane (east side), part of West Gardens, part of Love Lane at the south end. Wapping— South side of Upper East Smithfield, west comer of Church Street, Red Mead Lane, High Street (opposite Mr. Brewer's premises). Old carriage way paving has been relaid as follows;— Limehouse— Limehouse Causeway, and the Temporary Road, Risbie’s Ropewalk to the Horseferry Road. 30 Ratcliff-Queen Street, Phœnix Place, Pump Yard, Brook Street. Shapwell.— Wapping Wall (south end of Dock Bridge), part of New Gravel Lane, Elm Row, Sun Tavern Gap, part of Glamis Road. Wapping— Part of Church Street, East end of Hermitage Bridge, part of High Street, Parsons Street, Red Mead Lane. New carriage crossings have been formed at the following places : — Limehouse— Across the Commercial Road opposite Dalgleish Street, North Street, at the junction of the New Street Limehouse Fields. LIGHTING. The number of public lamps in the district is 738, being an increase of 27 on the number reported at Lady-day, 1867. Several new streets in Limehouse have been lighted. An arrangement has been made with the Trustees of the River Lea, whereby this Board has agreed to maintain and keep lighted the four lamps on the bridges carrying Risbie's Rope Walk and Narrow Street, over the Limehouse Cut, in consideration of the sum of JS15 per annum, being paid by the Trustees. PUBLIC URINALS. There has been no increase of Urinals in the District. The iron Urinals have been painted. The Urinal at Back Road, Shadwell, has been taken down, and re-fixed at the west end of Ann Street. Ratcliff. The Urinal at the east end of Short Street, Shadwell, has been removed a few feet further west, and fixed upon the footpath. In consequence of the excessive cost of the water for the constant supply to some of the Urinals, the same has been removed, and the whole are now Hushed and cleansed with water by men employed by the Board. 40 CLEANSING & WATERING. The principal paved streets are cleansed daily, and the others not less than twice a week. During the past season the whole of the streets, Ac., have been constantly watered by the contractors with water from the East London W atcr Works Company. RENUMBERING STREETS, &C. At the request of the Board the Metropolitan Board of Works have made orders for re-naming the following thoroughfares, and for re-numbering the houses therein, viz.:— The houses in Portland Street, partly in the Hamlet of Ratcliff, and partly in Mile End Old Town, to be re-numbered. The whole of the thoroughfare, known as Stainsby Road, upper Stainsby Road, St. Domingo Cottages, and Flowers' Terrace, to be called Stainsby Road only, and the houses re-numbered. The whole of the thoroughfare known as Limehouse Causeway, Wellington Terrace, and Chancery Buildings, to be called Limehouse Causeway only, and the houses re-numbered. The whole of the thoroughfare known as Pigott Street and Alexander Terrace to be called Pigott Street only, and the houses re-numbered. The houses in Caroline Street, Ratcliff, to be re-numbered. The whole of the thoroughfare known as Stepney Causeway and Providence Place, to be called Stepney Causeway only, and the houses re-numbered. The whole of the thoroughfare known as Brook Street, Craster Place, and Ennna Terrace, to be called Brook Street only, and the houses renumbered. The houses in Dorset Street to be re-numbered. 41 The whole of the thoroughfare known as Salmon Lane, Mercers' Terrace, Regent Terrace, Parnham Place, Clayden’s Buildings, Salmon Cottages, Edwin Place, Bird-in-Bush Terrace, Harleston Place, and Cottage Place, to be called Salmon Lane only, and the houses re-numbered. The houses in North Street to be re-numbered. The whole of the thoroughfare known as Eastfield Street and Rochester Terrace, to be called Eastfield Street only, and the houses re-numbered. The whole of the thoroughfare known as Catherine Street, Anchor Terrace, Gamm's Buildings, and Exmouth Place, to be called Catherine Street only, and the houses re-numbered. IMPROVEMENTS. Limehouse— The Metropolitan Board have sanctioned the borrowing of £3,000, for the purposes of the Improvement, and that amount has been burrowed by the Board from the London Life Association, to be repaid in 20 years by equal annual instalments, and to bear interest, payable half-yearly, at 5 per cent, per annum. The premises Nos. 8 and 32, Salisbury Street, Nos. 23, 24, 157, 158, and 159, North Street, the forecourts of Nos. 1 to 8, Catherine Terrace, and Nos. 9 and 10, Catherine Street, have been purchased. Nos. 20, 21, 22, 23, 156. 157, 158, and 159, Eastfield Street, have been purchased. The houses have been pulled down, and the materials sold by auction, and the new street from Salisbury Street to Eastfield Street fenced in, made up, and the footways and channels laid. The piece of surplus ground against No. 160, Eastfield Street, has been sold to Mr. Glanfield. Regents' Canal Improvement—During the stoppage of Narrow Street, Limehouse, the Regents' Canal Company have paid to this Board the sum of £30 per month. 42 Kidney Stairs have been remove 1 by the Company to the passage adjoining the David and Harp public-house, in Fore Street. The temporary road has been paved, lighted, and drained by the Board at the expense of the Regents' Canal Company, according to the arrangement made in respect thereof. Shadwell— New Crane—The Metropolitan Board have sanctioned the borrowing of £5,500 for the purposes of the improvement, and that amouut has been borrowed by the Board from the London Life Association, to be repaid in 25 years by equal annual instalments, and to bear interest, payable half-yearly, at 5 per ceut. per annum. Great inconvenience having arisen to the traffic from the narrowness of New Crane, Shadwell, after consideration the Board determined to widen the same, provided the Metropolitan Board of Works contributed one half the expense, which they have agreed to do. The Board have accordingly given orders to carry out the improvement forthwith. The freehold of Nos. 54 and 56, New Crane, has been purchased, and negociations are pending with the other owners of the several premises required for the improvement. Wapping—The sum of £4,875 has been received from the Metropolitan Board of Works, being a contribution of one half the cost of widening that portion of Wapping Street between Gun Alley and Upper Well Alley, and in setting back the front wall of the Church-yard, and the premises No. 97, Wapping Street, at the corner of Church Street. The freehold of the 4 houses in Upper Well Alley has been purchased. The freehold and leasehold interests of the Thistle and Crown, in High Street, have been purchased. The freehold of Nos. 101 and 102, High Street, have been purchased. The houses have been pulled down, and the materials sold by auction, the road widened, paved with proper footpaths, and the surplus ground enclosed with a hoard. 43 BILLS IN PARLIAMENT. Plans and sections have been deposited at the Offices of the Board, and notices have been given of the intention of the promoters to apply to Parliament for the following powers:— The Coporation of London to lay down gas mains through Limehouse, Ratcliff, Shadwell, and Wapping, and to alter the levels of the Commercial Road, where it crosses the Regents Canal, and Lea Cut. The City of London Gas Company to lay down gas mains through Limehouse and Ratcliff; and to alter the levels of the Commercial Road,where it crosses the Regents Canal and Lea Cut. The London and Blackwall Railway, to extead the time limited by the London and Millwall extension Railway Act, 1665, for the compulsary purchases of the lands and houses authorized to be taken by that Act. The East London Railway Company, for extending the time for the construction of a Railway. Petitions have been presented in opposition to the above Bills and Clauses prepared for insertion therein to protect the interests of the Board. METROPOLITAN STREETS ACT, 1867. The above act has been considered by the Board and it has been suggested to the Commissoner of Police that the 5th section of the Act should be put in force in the following streets in the District, viz:— Wapping High Street. Queen Street Ratcliff. Wapping Wall. Narrow Street. Shadwell High Street. Back Road. Broad Street Ratcliff. Brook Street. In reference to the restrictions of loading and unloading Coals and Casks between the hours of 10 a.m. and 6 p.m., provided for by section 10 of the 44 Act, it has been suggested to the Commisioners of Police that no part of this District should be included within the special limits of the Act.
